Ingredients

  • 6 burrito-size flour tortillas
  • 2 lb ground beef
  • 1 onion (small, finely diced)
  • 1 bell pepper (small, finely diced)
  • 3 tbsp parsley (chopped)
  • 110 g shredded mozzarella (divided)
  • 2 tsp salt
  • 1 tsp each garlic powder and onion powder
  • 0.25 tsp paprika
  • 1 tbsp olive oil (for brushing; also used to spray or brush the baking dish)
  • 3 tbsp ketchup (for dipping sauce)
  • 6 tbsp mayonnaise (for dipping sauce)
  • 0.5 tsp garlic powder (for dipping sauce)
  • salt (to taste; for dipping sauce)

Steps

  1. 1

Preheat the oven to 420°F. Spray or brush a 7×11-inch baking dish with olive oil.

  2. 2

In a large bowl, combine the ground beef, finely diced onion, finely diced bell pepper, chopped parsley, 1 cup of the shredded mozzarella, salt, garlic powder, onion powder, and paprika.

  3. 3

Divide the meat mixture evenly among the six tortillas. Spread the mixture thinly with your fingers, reaching toward the edges of each tortilla as much as possible.

  4. 4

Roll each tortilla tightly, then cut the rolls into pieces approximately 2½ inches long.

  5. 5

Arrange the rolls in the prepared baking dish with the meat-filled cut sides facing up. Lightly brush the rolls with olive oil.

  6. 6

    Bake for 25–30 minutes.

  7. 7

Top the baked roll ups with the remaining shredded mozzarella and return them to the oven until the cheese has melted.

  8. 8

Optionally broil the roll ups for 2–3 minutes to brown the cheese, watching them closely during broiling.

  9. 9

In a small bowl, whisk together the ketchup, mayonnaise, garlic powder, and salt to taste until smooth.

  10. 10

Serve the dipping sauce with the warm tortilla roll ups.

Notes

The author says ground lamb, chicken, turkey, or pork may be substituted for the beef. The shredded cheese may be omitted or replaced with another shredded cheese.
