Steps
Heat a large Dutch oven or deep pot over medium-low heat. Add the olive oil and heat until it is shimmering.
Add the diced onion, Italian seasoning, ¼ teaspoon of the black pepper, and the crushed red pepper flakes if using. Cook, stirring occasionally, for about 5 to 7 minutes, until the onion is beginning to soften.
Add the minced garlic and cook for about 30 seconds, until fragrant.
Add the ground beef, paprika, garlic powder, onion powder, and the remaining ¼ teaspoon black pepper. Cook for about 8 to 10 minutes, breaking up the meat with a wooden spoon or spatula, until the beef is fully browned.
Make a small well in the center of the beef mixture. Add the tomato paste to the well, then stir it into the beef mixture and cook for 3 to 5 minutes.
Add the beef broth, water, milk, and nutritional yeast. Stir to combine and bring the mixture to a light boil.
Add the elbow macaroni and lower the heat to a simmer.
Cook for 15 to 16 minutes, stirring occasionally, until the pasta reaches the desired doneness.
Add the grated cheddar cheese and cook until the cheese is melted.
If desired, garnish with chopped fresh chives. Serve immediately.
Store leftovers in an airtight container in the refrigerator for up to 4 days or in the freezer for up to 3 months.
Notes
For meal prep, add a tiny amount of liquid when reheating to restore the sauce. Reheat on the stovetop with a splash of milk or broth to loosen the sauce, avoiding overheating. The source also notes an alternative slow-cooker method: brown the beef and onions first, then cook all ingredients except the pasta and cheese on low for 4 hours; stir in the macaroni during the last 30 minutes.
