Add the grated garlic, hot pepper paste or tomato paste, white vinegar, paprika, garlic powder, black pepper, coriander and allspice, fenugreek, optional cloves, cumin, cardamom, and sazon. Wear a food-safe glove if desired, then mix thoroughly until the seasonings are evenly distributed throughout the beef.

Lay a sheet of parchment paper on the work surface. Divide the seasoned beef into approximately four portions, about 1/2 pound each. Place one portion on the lower third of the parchment.

Cover the beef with a second sheet of parchment. Press and spread it into a very thin, even layer, roughly the size of a large pita. Repeat with the remaining beef and parchment.

Transfer the parchment-covered beef sheets to the prepared baking sheets. Bake at 415°F (213°C) for about 10 minutes, until the beef is cooked through and lightly browned. Avoid overbaking, since the thin sheets cook quickly.
