- 0.5 cup long-grain white rice (uncooked)
- 0.25 cup water
- 0.25 cup onion (finely chopped)
- 1 tsp salt
- 0.25 tsp black pepper
- 0.5 tsp garlic powder
- 15 oz tomato sauce (divided (one 15oz can))
- 1 cup water (for the sauce)
- 2 tsp Worcestershire sauce

In a large mixing bowl, combine the ground beef, uncooked rice, 1/4 cup water, chopped onion, salt, pepper, garlic powder, and 1/2 cup of the tomato sauce.

Place the meatballs in a single layer in a 9x13 inch baking dish or a large oven-safe skillet.

In a separate small bowl, whisk together the remaining tomato sauce, 1 cup of water, and the Worcestershire sauce to create the topping.
