Steps

    Bring a large pot of generously salted water to a boil. Cook the pasta according to the package directions until al dente. Before draining, reserve 2 tablespoons of the pasta water, then drain the pasta.

    While the pasta cooks, heat 1 tablespoon of olive oil in a large skillet or Dutch oven over medium heat. Add the chopped onion and red bell pepper and sauté until softened, about 6–8 minutes; the vegetables should be tender and fragrant but not deeply browned.

    Add the minced garlic to the softened vegetables. Cook for about 30 seconds, stirring constantly, just until fragrant; do not let the garlic burn.

    Add the roasted red pepper paste, salt, and black pepper. Stir thoroughly so the paste coats the vegetables, and cook for about 1 minute.

    Pour in the reserved pasta water and the additional 1/4 cup water. Stir and scrape the bottom of the pan to loosen any flavorful browned bits.

    Add the heavy cream, smoked paprika, and beef bouillon. Stir until the bouillon dissolves and the sauce is evenly combined. Simmer gently for 3–5 minutes, until slightly thickened; avoid a hard boil so the cream stays smooth.
