Steps
Take half of the thinly sliced cucumber and give it a rough chop. Add it to a blender or food processor, or place it in a medium mixing bowl if using an immersion blender.
Add the smashed garlic, white wine vinegar, sugar, 2 teaspoons salt, and cold water to the cucumber. Blend until smooth, about 2 minutes.
Transfer the cucumber mixture to a large mixing bowl. Stir in the ice until it has melted, then place the cucumber broth in the refrigerator while preparing the onion and noodles.
Thinly slice the sweet onion. Rinse the slices under cold water, drain them, and set them aside.
Bring a large pot of water to a boil. Cook the somen noodles according to the package directions, about 2 minutes.
Drain the noodles and rinse them with cold water until they are cold and feel slightly bouncy in your hands. Shake off as much water as possible.
Divide the cooled noodles among four bowls.
Divide the chilled cucumber broth among the bowls.
Top each bowl with the sliced tomatoes, sliced basil, rinsed onion, and the remaining sliced cucumber.
Drizzle each bowl generously with olive oil and serve immediately.
Notes
Optional additions mentioned in the source description include shredded rotisserie chicken or thinly sliced roasted turkey for a heartier dish. Serve immediately after assembly so the noodles remain pleasantly springy.
